Recent information obtained through ATIPP has revealed that Dr. Whelan, who is providing advice to the Premier, is being compensated through the Medical Care Plan (MCP). Hogan asserts that the MCP is strictly for medical services, and nothing more. He emphatically states, “MCP exists for medical care. Full stop.”
Hogan points out that Dr. Whelan's salary through this arrangement makes him the highest-paid individual within the Premier’s Office, significantly exceeding the established limits for political pay scales. This raises a crucial question: Has the government altered its existing policies, or are they simply disregarding them?
The Opposition leader further claims that the government has been appointing a number of special advisors, many of whom have strong ties to the PC party. These advisors include former candidates, ex-cabinet ministers, and long-serving staffers. This is happening, Hogan argues, even as the government insists on responsible spending. The core of the Opposition's argument is that Dr. Whelan is fulfilling a political role and offering political counsel. Therefore, Hogan contends, he should be compensated as a political appointee, not through a plan designated for healthcare providers.
But here's where it gets controversial... The Premier's Office, in their defense, has stated that Dr. Whelan is not in a position to direct the Minister of Health, the Deputy Minister, or NL Health Services. This suggests a distinction between his advisory role and direct operational control within the healthcare system. However, this explanation doesn't fully address the concern about the source of his salary and its implications for the integrity of the MCP.
